1. Added privacy policy banner at the bottom of page
   1. Banner will be displayed after user signs in 
      1. 1. Date and time data will be recorded when user accepts the privacy policy
   2. Date and time data will be recorded when user selects "remind me later" option

      1. Default displayed months will be June to April
